Who will receive the water authority tax assessment?
To determine who will receive the water authority tax assessment, we use the so-called 'designation of taxpayers decree' (You are leaving this website)(in Dutch). This decree contains rules that we must abide by. To apply these rules, we use data from the Personal Records Database (BRP). This contains the personal data of residents of the Netherlands and of persons who no longer live in the Netherlands.
Who receives the tax assessment depends, among other things, on whether the person in question is a user or owner of property. The user of a house is the person who lives in that house by law. This may be the owner of the house, but also someone who rents the house or someone who has permission to live there.
You are a user of a property, but not the owner
The water authority tax will be billed directly to you. We will do our best to send the assessment with other charges to the owner of the property.
- Are you living on your own? Then you will receive the tax assessment.
- Are you living together with other people? Then not everyone will receive a tax assessment. Only the person residing at the address the longest according to the BRP will receive a tax assessment. Are there multiple residents who the same registration date? Then the assessment will be sent to the person who is the oldest according to the BRP.
You are the owner and user of a property
We will do our best to send one tax assessment including all water authority tax levies to you.
- Are you the sole owner and user? Then you will receive the tax assessment.
- Is there a co-owner, are you both 50% owners and are you the sole users of the property? Then we will send the assessment to the person who is the oldest according to the BRP.

You are a property owner, but not a user
The water authority tax will be billed directly to you. Other charges of the water tax assessment will be sent to the user of the property.
- Are you the sole owner and user? Then you will receive a 'water system charge for land without buildings' assessment.
- Is there a co-owner, are you both 50% owners and are you the sole users of the property? Then we will send the 'water system charge for land without buildings' assessment to the person who is the oldest according to the BRP.
